Meet Patrick

State Representative Patrick Rose is serving his fourth term in the Texas House of Representatives representing District 45, which includes the Central Texas counties of Blanco, Caldwell and Hays.  A leader known for his fierce independence, Rep. Rose has built a record of delivering results to the Texans he serves.

As Chair of the House Human Services Committee, Rep. Rose has led efforts to increase enrollment in the Children’s Health Insurance Program and increase oversight and accountability for services provided to Texans with intellectual and developmental disabilities.  

Rep. Rose is also a member of the House Higher Education Committee; a critical tool in serving Texas State University–San Marcos, the largest employer in his district and home to almost 30,000 students.  Rep. Rose’s service on this committee has helped Texas State make progress on many of its goals, most recently securing $1 million in funding for a critical project at the University’s Rivers Systems Institute. As the author of the “Rose Amendment,” a policy that has funded millions of dollars in merit-based scholarships, Rep. Rose believes that the state needs to find more ways to help middle class students and make college more affordable.

In 2007, Rep. Patrick Rose passed legislation to create the Cancer Prevention and Research Institute of Texas, a historic, $3 billion investment towards easing the burden that cancer places on our health care system.  By building a coalition that included the Lance Armstrong Foundation, Susan G. Komen for the Cure, the American Cancer Society and KillCancer.org, Rep. Rose led the effort to pass this landmark legislation.

This session, Rep. Rose passed 20 bills including legislation to promote small business, to encourage cost-saving measures and the availability of electronic textbooks in higher education, and to create a volunteer advocate program for elderly Texans.  His work with House leadership also resulted in the passage of legislation extending the mid-size adjustment to Chapter 41 school districts and expanding opportunities for students to participate in career and technical education.  

Rep. Rose also continues to spearhead efforts to bring about reforms at the Pedernales Electric Cooperative and to prevent similar mismanagement at co-ops across the state.

His efforts on behalf of his constituents have been lauded by Texas Monthly Magazine where he was featured as the "Rookie of the Year” among the Best & Worst Legislators and was twice named the Texas Medical Association’s “Texas Medicine’s Best”.  The Independent Cattlemen’s Association and the Combined Law Enforcement Association of Texas have also recognized Rep. Rose’s work.

Most recently, The Lonestar Chapter of the National Multiple Sclerosis Society bestowed Rep. Rose with its “2009 Hero Award" for his leadership as Chair of the House Human Services committee and for passing legislation that instructs state agencies to provide support to informal caregivers that are providing care for a loved one that is living with a chronic illness.

The Susan G. Komen for the Cure named Rep. Rose its  "2008 Legislative Champion of the Year" and the Austin Business Journal named him a "2008 Health Care Hero." The Texas Health Care Association honored Rep. Rose with the 2007 Long Term Care Champion award and Texans Care for Children presented him with the Phil Strickland Child Advocate Award both for his work as Chairman of the Human Services Committee.

Rep. Patrick Rose is an attorney in private practice in San Marcos and a real estate broker affiliated with his family’s small business, Rose Real Estate.  He lives in his hometown of Dripping Springs and is a lifelong member of Dripping Springs United Methodist Church.
