Patrick Rose: Protecting & Growing Texas Jobs
Rep. Patrick Rose is a leader who has focused on working with Texas Manufacturers on policy issues such as Higher Education, Workforce Training, Worker’s Compensation Reform, Tort Reform and School Finance.
In the Fall of 2005, Rep. Rose founded the Texas Manufacturers Caucus. The Caucus is a group of bi-partisan, geographically-diverse State Representatives and Senators who care about how state policy affects the manufacturing community and its ability grow and provide jobs. The caucus, which now has over 100 charter members, is focused on fostering policies to protect and grow the manufacturing jobs critical to so many of our local economies.
This session there was a focus by the caucus to help shape comprehensive public school accountability legislation to make changes to graduation requirements that make career and technical education attainable for students. The final bill gives students the flexibility of six electives, more opportunities to take sequences of coursework that will lead to industry certifications and the option to learn core academic content in the context of careers. These changes will allow students to gain skills that will benefit them throughout life. Additionally, the State Board of Education will now be required to reexamine career and technology curriculum standards more frequently, ensuring that these courses are meeting current employer needs, and districts can partner with colleges and universities to develop innovative math and science courses that are both academically rigorous and career relevant. Rep. Rose, as chair of the Texas Manufacturers Caucus, was the voice for manufacturers across the state during this policy debate, the result of which will greatly impact workforce development.

The "Genuine Texas" Program
During the 2007 session, Rep. Rose authored and passed the Caucus’ main legislative priority; HB 3446, legislation that creates a "Made in Texas" logo, or as we are calling it, a "Genuine Texas" logo.
Identifying these products allows consumers to make a choice to support Texas manufacturers. The passage of HB 3446 was a big win for our Texas Manufacturer’s Caucus, and more importantly, the logo will make a positive impact to Texas manufacturers and our local economies.
The "Genuine Texas" program is housed in the governor’s office of economic development; the office will administer the program by developing and expanding markets for Texas manufactured products, developing promotional campaigns, and adopting manufactured quality standards and other criteria for use of the logo. The state may charge a manufacturer up to $100 a year for use of the logo.

- Highlight manufacturing in Texas and support policies that protect our manufacturing jobs.
- Attract new manufacturing jobs to our state.
- Promote Texas Manufacturers across our country and in the global marketplace.
- Implement and support public and higher education initiatives to grow Texas’ workforce in the manufacturing sector.
Our Partners
The Texas Manufacturing Assistance Center (TMAC) exists to enhance the competitive position of the state’s manufacturing sector. TMAC’s manufacturing professionals work with a wide range of industrial firms, delivering training, providing technical assistance and implementing best business practices. Our particular emphasis is on the needs of small to mid-sized manufacturers. Focus areas include lean manufacturing and lean office principles, technology solutions, strategic management, quality systems, environment and safety.
